3 epidemic stamps still insufficient to create avatar and frame?

I rightclick but it still say insufficient how? currently the servers are lagging too much even travelling takes 10-15 clicks to work but I'm still not sure if that's why I'm having this I just don't wanna lose my masked panda mount so putting this here.

nvm turns out I have to stack them on top of each other to make it work it still counts as a bug tho
